I'm thinking of getting at Sit-N-Stand
http://www.babysupermall.com/main/products/bti/bti00414.html or a seat-to-go
http://www.ababy.com/itempage.asp?CategoryID=96&Total=6&Cur=4&itemno=1114 or
a regular double stroller. Anyone have opinions? I'm thinking ahead for
when we have an almost 3yo and an infant. We won't get anything for awhile
yet. If we get a double stroller, which one is best? Right now, I'm
thinking a double stroller would be the best option, for when we go on big
outings and they both are conked out. The others look great, though. I
just don't know of anyone with experience with them. Maybe I'd get a
seat-to-go for my lightweight stroller. Just thinking outloud.

I will have a 3 yr old and a baby. I'm planning on getting a double
stroller, because we don't have a car. There are times that we have, say a
10 minute walk (my pace) to go swimming for example that I don't think
expecting her to walk is good for my stress levels or her tiredness! If we
had a car though I probably wouldn't get one as you can generally drive
close enough when it matters.
I'm going to get a buggy board (I think it's the same as you suggest) from a
friend for when they're a bit older.

My first was 2.5yo when my second was born. We used a
Sit-n-Stand and it worked very well for us. By the time we got
it (baby was maybe 6 months, so eldest was about 3yo), the older
one was past the point where he would sleep in a stroller and
mostly he wanted to be out walking anyway. With the S-n-S we
didn't have to haul around an unwieldy double stroller for the
few times he needed a break.
If your 3yo likes to sit for longer periods or will
actually fall asleep in the stroller, you might be better off
with a double stroller.
