My question is this. Can the payee be forced to pay back child support payments
to the payer if the payee( through a state run child support coleections
agency) is continuing to recieve payments past the childs 18th birthday (which
was the cut off date in the original support order)?

Yes. In fact, accepting the payments beyond the order's *cut-off date* could be
considered fraud. The end date is the key. Some states require the payor to file
a petition to end payments however, when the order states an end time, the
payments should end automatically.
