Does verbal abuse constitute child abuse in California?

Call your local DHR.
If you get zero results, then consult the District Attorney in your county.
They usually have specialized units for child abuse cases.
If not, call your local police and ask them about the laws regarding verbal
abuse of a child in your area.
I think it will be hard to prove, though, so do not get your hopes up.
