You need a picture for the ID card you get with the Travelcard -- It'll save you
some time if you bring them with you.

Can't help you with that, but there is a great sporting goods store
for buying logowear (soccer shirts and warmup jackets for all English
pro teams, England and other countries, ditto rugby) called
Lillywhites just at the exit for Piccadilly Circus tube station.

Every time I've been in London, I've gotten a Travelcard using a photo
from the convenient photo booth in the tube station where I've gone to
buy the card. (And that's a lot cheaper than a passport photo, at
least where I live.) I would guess that not all stations have photo
booths, but a lot of them seemed to. Perhaps this is different now?
It's been a while since I've been there.

I suppose the obvious first question is does he follow/know of any teams
already? Lots of them have websites. Another possibility is to use a
site like www.lastminute.com to book them.

I gather that US football matches are much more family entertainment then
UK football matches. We don't have cheerleaders and the like.

There must be lots of football discussion groups. I know the UK Motley Fool
site has one (http://www.fool.co.uk - registration free)

Covent Garden is fairly unique, because of the mix of shopping and street
life, but both Trafalgar Square and Leicester Square should have things
going on. Trafalgar Square is a bit touristy.

Also Monday 25th August is a public holiday: it will affect things like
train travel, and museum opening times, but lots of things in central
London, especially in the more touristy areas, should still be open.

Just come across one more thing that would be useful for anyone
come to England. A newspaper article I have just read (by a
Londoner pretending to be a tourist), mentioned that water drinking
fountains are widely available in most American cities. That is
different to over here. Most of the time it doesn't matter, but
at the moment we are suffering from a heatwave, so you'll
probably be thirsty.

You can buy bottled water, but it will be expensive, unless you get
it from supermarkets. You could bring a refillable water bottle and
re-fill it at your hotel. If you stop for something to eat, and ask
for water, they will probably give you bottled water, and charge you
for it. If you ask for "a glass of tap water to drink" (UK tap ==
US faucet), it will probably be free.
