In a span of 10 months, 11 children died as a result of alleged abuse
and neglect. They were under the watch of the Administration for
Children’s Services (ACS) – the child welfare agency that was supposed
to be their line of defense.

Instead, after an 18-month review, the New York City Department of
Investigation (DOI) found that ACS staff had made false entries and
conducted careless and incomplete investigations approved by supervisors.

Some ACS staff treated children as files that needed to be closed. There
was also an absence of common sense. According to the DOI report,
caseworkers without the necessary language skills were often assigned to
families with limited English proficiency. One caseworker investigating
allegations of physical abuse was not even aware of an interpretation
service the agency made available. In that case, the accused abuser
translated family statements during an interview.

The report calls for matching bilingual workers with families who are
limited English proficient and for ACS ensuring that all of its workers
are aware of the interpretation service.

But linguistic competence is one dimension of developing a relationship
with a family or conducting an investigation. At all levels, ACS
personnel should reflect both linguistic and cultural competence. That
training is crucial to helping family members open up and to also
detecting when preventive services are needed.

ACS Commissioner John Mattingly and Mayor Bloomberg deserve credit for
requesting an independent review of the agency. Since the death of
Nixzmary Brown in 2006, ACS has been overwhelmed by the volume of calls
reporting abuse and neglect.

Mattingly has expressed that there is no silver bullet solution. There
is also no room for skipping critical steps. It’s only our children who
pay for these failures.

It is sickening how many children are subject to abuse, neglect and even
killed at the hands of Child Protective Services.
