Former foster dad faces new sex abuse charges

A man convicted in 2001 of sexually assaulting a foster child placed in
his care has been charged with molesting another girl, three years
previously.

John A. Jipson, 48, is currently serving a 20 year prison term in the
Wisconsin State Prison System, and could find himself incarcerated even
longer if convicted in the new case.

The original case was reported in June of 2001 when a girl who was 15 at
the time told authorities of sexual assaults that took place while she was
living at a Cadott residence in the care of John Jipson and his wife, who
was not involved in the sexual assaults in any way.

The girl told authorities she had repeated sexual intercourse with Jipson
over a one-year period. Jipson was charged with the repeated sexual
assault of the same child for the offenses between February 2000 and
February 2001.

It is for that case that Jipson is serving his current prison term.

Jipson is now charged with three counts of the repeated sexual assault of
the same child for incidents involving a girl who was 8 years old at the
time, between July and December 1998.

In August 2006 the girl told a Chippewa County Sheriff’s Department
investigator of sexual molestations that took place about 40 times in a
car and 10-15 times in the house over that period.

“She told someone who alerted law enforcement,” Assistant District
Attorney Wade Newell said, explaining why the case only recently came to
light.

Newell said during prosecution of the last case it was not known that
Jipson had sexual contact with foster children previously.

Newell said he has not thought about how much additional prison time he
might seek should Jipson be convicted of the new charges.

“The reason I charged it out is that I felt the victim deserved to have
him held accountable for his behavior toward her as well,” Newell said.

During Jipson’s original sentencing, Judge Thomas Sazama had remarked that
Jipson had shaken the foster care system to its core.

“Generally these are troubled girls who are in foster care,” Newell said.
“It’s very disheartening when someone takes advantage of someone looking
to them for help.”

In the previous case, Jipson pleaded guilty on Dec. 28, 2001 to the
reduced charge of second degree sexual assault of a child.

Sazama sentenced Jipson to 20 years in prison and 10 years of extended
supervision on April 29, 2002.

Jipson, though, was able to withdraw his guilty plea after arguing on
appeal that the plea was not made knowingly and voluntarily. The case was
brought back to court, assigned to Rusk County Judge William Henderson.
Just before a 2004 trial, Jipson again agreed to plead guilty.

On Jan. 26, 2005, Henderson pronounced the same sentence of 20 years in
prison and 10 years of supervision.
