Default Father skips to New Zealand mothers left with 5 kids

A long story made short (he was an ex-buddy):

First ex-wife of his w/2 kids - have custody and court-ordered child
support
Second ex-wife of his w/3 kids - have custody and court-ordered child
support

Both ex-wifes/mothers in state of DE in USA.

He does not pay child support. Moved out of state to MI, USA.
Now he moved to New Zealand recently, to "start new life".

The question:

Is there a way to inform the New Zealand Child Services/Child Support
enforcement agency of his debts, and potentially enforce them? (I am
aware New Zealand and Australia has such treaty. what about NZ & USA?)

Any other options?
