Angry CS Arrears and enforcement-Liens

The State of Michigan is currently excerising their enforcement and placing liens on every NCP house when they fall behing in CS excess of 2 months or over ?not sure.

Any ideas as to "fix" this problem?---Other than--don't fall behind?
