I don't see this as an accident. I see it as one of two possible causes:

#1 - He doesn't want to take the time to come inside and remove the snowsuit (I
assume this is fairly bulky) to go properly, and then have to redress to go
back to his friends. He figures they probably won't notice, so he pees.

You seem to see "he pees" as a conscious, deliberate act.
It might or might not be. He might not want to go to the
trouble of taking off the snowsuit etc., so he stays outside
and tries to hold in the pee. He might then pee
involuntarily -- perhaps when one of his friends
makes him laugh, or when he just can't seem to hold
it in any longer. Maybe he successfully overcomes
a few waves of feeling he needs to pee, and convinces
himself he can hold it in and doesn't need to go into the
house, and then another wave comes along and is too much
for him.

I think that could do a lot more harm than good,

pee in his snowsuit at all.

I can't see any downside to having a 10 yo wash his own snowpants.
Heck, I did that with one of my kids when she was about 5: she didn't
want to wear diapers to bed, but she had no nighttime control. I got
her a cheap sleeping bag so it would be easy, and told her she didn't
have to wear a diaper, but if she didn't I'd expect her to throw her
sleeping bag and PJs in the washer when she got up in the morning if
they were wet. That's what she chose to do. (Her brother, who had
nocturnal enurisis until he was 14, chose to continue to wear diapers,
instead, moving to Depends when the child diapers got too small.)

In this case, it IS likely that it is happening because he's trying to
hold it too long. I'd suggest to him that it's less likely to happen if
he goes just before he goes outside, and comes in periodically, or at
the first sign that he has to go, to use the toilet -- but when he DOES
have an accident, you want him to put all the clothes he was wearing
directly in the washing machine and start it.

As long as this isn't accompanied by any shame based lectures, I can't
see it as a harmful thing to do -- only a way of giving him some
additional control. With this approach, he doesn't even have to tell
his parents that he wet his clothes, and can handle the aftermath by
himself.

ah the good doctor is always right, my child!

"A creative suggestion: teach him how to write his name in the snow.
Then when he has to go, he will want to go outside. :-)"
What?!!! this is sick! not only will his baggage suddenly be exposed to
"less-then-diserable circumstance" but as a 10yo boy (i assume) this
can be detrimental to their budding little blossom!

yes you do have to take certain precautions when using your probabscis
to do the "dirty" work. I must disagree with you when you say that The
Hook can be acquired. Sure, it's possible, but cases such as those are
extrmely rare. Better stick to a tea cozy untill they develop The Hook.

Yes, that is definately a work of art. The Hook spreads as its
knowledge of masticating spreads as well. The Hook is becoming less
rare as we speak, who knows, in a year half the population may have it.
We must guard it

I say you are all proboscises. You should let the poor llama pee in the
weeds. It provides a nourishment for the dandilions and lets them
flourish in the Lochenjonian sun. That's what the argument was in the
first place, right?

Ah, i see you do not have the hook, therefore I have nothing more to
say to you. Except for the fact that your baggage is wayyy over
pronounced
