Default Father skips to New Zealand mothers left with 5 kids

A long story made short (he was an ex-buddy):

First ex-wife of his w/2 kids - have custody and court-ordered child
support
Second ex-wife of his w/3 kids - have custody and court-ordered child
support

Both ex-wifes/mothers in state of DE in USA.

He does not pay child support. Moved out of state to MI, USA.
Now he moved to New Zealand recently, to "start new life".

The question:

Is there a way to inform the New Zealand Child Services/Child Support
enforcement agency of his debts, and potentially enforce them? (I am
aware New Zealand and Australia has such treaty. what about NZ & USA?)

Any other options?

By filing a UIFSA petition on each case the Department of Inland Revenue
can enforce order for you. (Transmittal #1 seeking full enforcement
services, 3 certified copies of support orders and certified payment
histories) This is something you may do yourself or have your local IV-D
child support agency do. Good luck! fj

Yeah here you go; first of all he could be working black---in other
words, if he is working
underground, you will never find him and if you
do, all he has to do is move on----so I say, more
power to him!!!

Philippines?...forget it! You'd have better chance in Iraq. They don't
have it in Brazil or India either.
