Proponents of the legislation say making intentional nonpayment a crime will get the state's district attorneys more involved. The final bill that has been sent to the governor for her signature was the result of work by a House-Senate compromise committee and was tougher than the version the House approved last week. The House had amended the bill to require that a parent who is found guilty can escape a jail sentence by paying what is owed. The compromise committee stripped that language, meaning restitution after conviction could be too late to avoid jail. The committee also stripped an amendment ensuring that any fine will be applied to child support payments in arrears. Opponents of that amendment said it lets the parent off too easily.
