reading this what happened to- reduce casework cases. increasing adoptions with out increasing failed adoptions. how FC was going to increase the foster parents and reduce kids in foster care. For Immediate Release: For All Media Inquiries: March 4, 2004 Press Conference: March 4, 2004 at 10:00 AM Family Continuity Programs 5540 Park Boulevard Pinellas Park, Florida Local, Trusted Agency Named to Take Pinellas & Pasco Community Based Care to Next Level— Press Conference Scheduled for Today at 10:00 AM Pinellas Park—Family Continuity Programs, Inc. (FCP) announced today that it has entered into a management agreement with the Sarasota Family YMCA, Inc. to provide administrative and management services through the end of the current fiscal year, culminating in a transition of lead agency responsibilities from FCP to the Sarasota Family YMCA beginning July 1, 2004. Established in 1945, a local, trusted agency built upon core values of "caring, respect, honesty and responsibility", the Sarasota Family YMCA was the first in the State of Florida to embrace Community Based Care, advocating for a child welfare system that was designed, driven and owned by the community. Leading the way in the privatization of child welfare, the Sarasota Family YMCA continues to set the standard for Community Based Care with the mission of building "strong kids, strong families, strong communities". Family Continuity Programs, Inc., has operated in Pinellas and Pasco counties as a provider of services for children and families since 1989. "We are excited about the agreement between FCP, the Sarasota Family YMCA and the Department of Children and Families, and look forward to focusing our efforts as a community service provider committed to ensuring child safety, strengthening family systems and building community safety nets", stated James Souza President of Care Development, FCP's parent company. FCP will resign as the lead agency for Community Based Care in Pinellas and Pasco counties, but will continue to have a presence in the community, working with local stakeholders to redefine its role as a local service provider. Providence Service Corporation, who has been under a management agreement with FCP and Care Development since January 2004, will transition this service to the YMCA when their agreement expires on March 31st. Providence President Boyd Dover extended his support by stating, "We are confident that the Sarasota Family YMCA will continue to enhance the partnerships and services in the community of which we have been fortunate to experience. Providence is pleased to have had the opportunity to assist Care Development in providing management services and leadership to FCP and its community partners". To ensure a smooth transition, the Sarasota Family YMCA is committed to working closely with FCP, Providence, the Department of Children and Families, foster parents and community stakeholders moving forward. In addition, the Sarasota Family YMCA or other community providers engaged to provide ongoing services would be required to consider current FCP staff for continued employment. Individual justification based on performance factors will be required for any staff not retained during the transition. The communities of Pinellas and Pasco have called for a stronger voice in Community Based Care, a local governing board and a service delivery model that affords more opportunity for community involvement and ownership in order to ensure child safety, quality services, accountability, fiscal responsibility and future planning. "We are simply responding to the community—that is the principle upon which Community Based Care was founded", emphasized Souza. Lee Johnson, Executive Vice President of Sarasota Family YMCA, Inc. states, "We look forward to development and growth of a new local model, based on community input and feedback, and utilizing community based service providers in each county to meet the needs of children and families in Pasco and Pinellas counties".
