However hard his own childhood may have been, it is no excuse for
Lawrence P. Adams to distort federal data to defend the indefensible:
the gross misuse and overuse of foster care in North Dakota, which takes
away children at one of the highest rates in the nation (letter, Oct. 24).

Adams’ claim that, according to federal statistics, 65 percent of foster
children are there because of “extreme neglect,� is wrong. The federal
government has no such category; Adams simply added the term “extreme�
himself. Rather, all neglect allegations are lumped together. While some
such cases are indeed extreme, the typical neglect statute defines
neglect as lack of adequate food, clothing, shelter or supervision – a
perfect definition of poverty.

Four rigorous studies have found that at least 30 percent of America’s
foster children could be home right now if their parents had decent
housing. Other families are destroyed when parents are torn between
losing the job that puts a roof over their heads and leaving a child
home alone when the sitter doesn’t show.

Even when drug abuse is at issue, a major medical center study found
that even children born with cocaine in their systems developed better
when left with mothers able to care for them than they did when placed
in foster care. That doesn’t mean you can just leave children with
addicts, but it does mean drug treatment for the mother almost always is
a better first choice than foster care for the child. And addiction to
methamphetamine is just as treatable as any other.

It is sickening how many children are subject to abuse, neglect and even
killed at the hands of Child Protective Services.

Imagine that, 6.4 children die at the hands of the very agencies that
are supposed to protect them and only 1.5 at the hands of parents per
100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse
and kills more children then parents in the United States. If the
citizens of this country hold CPS to the same standards that they hold
parents too. No judge should ever put another child in the hands of ANY
government agency because CPS nationwide is guilty of more harm and
death than any human being combined. CPS nationwide is guilty of more
human rights violations and deaths of children then the homes from which
they were removed. When are the judges going to wake up and see that
they are sending children to their death and a life of abuse when
children are removed from safe homes based on the mere opinion of a
bunch of social workers.
