http://www.news-leader.com/apps/pbcs.../1006/OPINIONS Last month on these pages, I wrote that "accreditation (of child welfare agencies) is a way for agencies to get an unearned seal of approval by keeping their paperwork in order --and then throw it in the face of critics, in order to prevent real change." Turns out I was mistaken. Missouri is only partially accredited, yet prominent leaders of the state's child welfare establishment, from C. Truett Baker, the retired head of an agency that lived off a steady supply of foster children, to Steve Roling, the former head of the Department of Social Services, already are rushing to proclaim this, in Roling's words, "an amazing accomplishment" to be "most excited about." But neither writer denied that accreditors never look at actual foster homes. Neither writer denied that group homes and institutions get advance notice of inspections. And neither writer denied that an agency can provide dreadful care and still pass accreditation. Yes, accreditors sometimes may talk to actual foster children. I didn't say it never happened. But if they are accrediting a government agency that subcontracts all its group home and institutional operations to the private sector, then the government agency can, indeed, be accredited without the accreditors laying eyes on an actual foster child. Notice how Mr. Baker didn't deny that, either. And one has to question the value of interviewing an institutionalized child at the institution which has been warned well in advance, especially since the child knows that long after the accreditors are gone, he's still going to be stuck in the institution. (On the other hand, I agree completely with Mr. Baker's suggestion that readers visit my organization's Web site, www.nccpr.org.) Child welfare has indeed improved in Missouri, but any regular reader of the News-Leader knows it still has a long way to go. And the improvement is because of the outstanding journalism of the News-Leader which refused to let up after Dominic James died in foster care. And it was because of advocates who demanded that Missouri curb its take-the-child-and-run approach to child welfare. It had nothing to do with the sham and sideshow of accreditation. It's also true that there is an urgent need to hold child welfare agencies to high standards. But that is a responsibility that government must handle itself -- instead of trying to outsource it to the very agencies it is supposed to regulate. If the citizens of this country hold CPS to the same standards that they hold parents too. No judge should ever put another child in the hands of ANY government agency because CPS nationwide is guilty of more harm and death than any human being combined.
