VALPARAISO, Ind.-A Connecticut man was sentenced to a year in jail for
failing to pay $127,000 in child support to an Indiana woman who is the
mother of two of his children.

Porter County Superior Court Judge Mary R. Harper also ordered three years
of probation for Andrew Givens, who was handcuffed and clad in a business
suit in court Tuesday while several other prisoners wore orange prison
outfits.

The 48-year-old Riverside, Conn., man apologized before his sentencing,
saying he did not intend to deny his children the payments.

Givens pleaded guilty on Oct. 25 to a felony charge of failing to pay child
support for becoming delinquent on payments to Jennifer Donohue, a Portage
woman who is mother to his children, ages 11 and 13.

Defense attorney Robert Plantz had argued against prison time, saying Givens
also has to support a child in Kansas and another in Connecticut.

"There's four little mouths to feed here," Plantz said.

Givens was being held in the Porter County Jail.

I pray for the day that when a woman loses her job and asks for
welfare, she'll be sent to jail for failure to support her
children...or when one just doesn't want to work, as many out there...

I also love how they will say 127K in child support...most people not
involved in CS think this is years and years of not a penny being
sent...many times, it's outrageous monthly payments and thousands in
interest...They are a bunch of losers at the CSE office...

Had he lived in Maryland he would never have been prosecuted! Had he lived in
maryland he could have been 500,000.00 behind, and still be a free man.

federal CSE law requirements.

She has been disproven so many times with facts it is comical she keeps

Maybe this time she will answer the question - How does Maryland keep on
getting federal OCSE bonus payouts for CS program compliance if Maryland is
not in compliance with federal CS program requirements?

Jailtime is not a required enforcement tool, and it is up to the States
attorney to prosecute for criminal child support, and Maryland doesn't. A NCP
only goes to jail on a body attachment for FTA. Sometimes there is a bond
that can be issues to child support to go towards the arrears, but as long as
you show up to court, you're free.
If what you say is true, that MD does indeed prosecute for criminal child
support, then there will be a lot of working black mothers sueing the state
for discrimination because their orders are not being enforced for non-
payment. I know one woman that's owed over $20,000.00 and they keep telling
her that there's nothing they can do because MD doesn't prosecute criminal
child support. Perhaps the state is discriminating against black women,
because that is what they are being told. Do you have any proof as to anyone
being prosecuted in Maryland for criminal child support, or going to jail for
child support, and NOT a body attachment? If not-STFU because it is you who
are misinformend.

You are making a straw man argument. By calling the non-payment of support
"criminal child support" you are setting up a name for an offense no state
has. Instead, states call the offense "contempt" and that can lead to
incarceration in Maryland just like any other state.

There are federal criminal CS laws and enforcement mechanisms. Obviously,
these laws are prosecuted by federal prosecutors, not state prosecutors.
